Prime Minister's Office

The Prime Minister's Office assists the Prime Minister in his work and coordinates inter-ministerial activities in various fields, in accordance with Government resolutions and the priorities
determined by the Prime Minister.

The Prime Minister's Office is responsible for:

• Setting Government policies
• Determining the agenda for cabinet meetings and overseeing cabinet meetings
• Coordinating sensitive security and foreign affairs issues
• Coordinating the activities of Government ministries and minister
• Implementing Knesset policies
• Outlining the communications policy at the Prime Minister's Office and its subordinate agencies

A large number of organizations operate within the framework of the Prime Minister's Office – some are integrated in its day-to-day work and others constitute separate, independent units supervised by the Office.  The following are among the major bodies integrated in the Office work:
 

The Government Secretariat

The Government Secretariat is responsible for various fields in the day-to-day work of the Government, primarily cabinet meetings and Ministerial Committees; Liaison between the Government and the Knesset; Liaison between the Government and the President; Government Spokesperson; follow-up and implementation of Government Resolutions and other special functions.

The Secretariat operates in accordance with the “Basic Law: Government” and on the basis of the “Statute of Government Operation”.  It is headed by the Cabinet Secretary, who is appointed by the Government, based on the Prime Minister's recommendation.

 

The National Security Council

The National Security Council (NSC) is the staff forum for the Prime Minister and the Government on national security. It derives its authority from the law and operates in accordance with the Prime Minister’s guidelines.

The Head of the National Security Council, who also serves as the Prime Minister's National Security Adviser, is directly subordinate to the Prime Minister and reports directly to him on all issues pertaining to national security.

 

The Government Press Office

The Government Press Office (GPO) is responsible, on behalf of the Prime Minister, for coordinating channels of communication between the Government of Israel and the foreign press corps in Israel.  The GPO issues press cards and works to ensure proper media coverage of key state functions, state visits and visits by foreign dignitaries to Israel. 

 

The Media Department 

The Media Department serves as liaison between the Prime Minister and his office and the media.  Its work is divided into routine work as well as events and tours that are conducted on a regular basis.  It is headed by the Prime Minister's Media Adviser.

The following are the major activities of the Media Department and the Prime Minister's Media Adviser:

- Advocacy of the policies and resolutions of the Government and the Prime Minister.
- Planning, management and implementation of Israel's hasbara activities vis-à-vis the local and foreign press.
- Providing media advice regularly and in times of emergency, and engaging in media crisis management.
- Formulating and analyzing the current status regarding the press agenda.
- Providing media advice to the Prime Minister and the various bodies in the Prime Minister's Office.
- Responsibility for advocacy and publication of texts, field tours and various national events.

The National Communications Headquarters

The Communications Headquarters was established as a result of the lessons drawn from the Second Lebanon War.  Its duty is to coordinate the hasbara activities of the various government bodies, in security & foreign affairs and socio-economic fields.

 

The National Economic Council

The National Economic Council serves as a staff forum in the Prime Minister's Office that provides day-to-day advisory services for the Prime Minister on economic matters and assists in formulating socio-economic policies.

The Council was established in 2006 for the purpose of becoming a professional headquarters within the Prime Minister's Office that will provide economic counseling for the Prime Minister by formulating comprehensive, in-depth data to support the decision-making process, issue opinions and initiate policy steps on socio-economic affairs.  The Council works in cooperation with the Ministry of Finance, the Bank of Israel and other agencies.  It provides the Prime Minister and the Director General of the Prime Minister's Office with economic counseling based on long-term planning; it is involved in issues on the Government's agenda and facilitates Government decision-making processes in socio-economic fields.

 

The Policy Planning Division

A staff forum which is responsible for leading changes in the field of society-government; responsible for developing and internalizing the Government planning concept and overseeing the Office "Round Tables" with third sector organizations.  The Division is subordinate to the Director General of the Prime Minister's Office and operates in accordance with the Prime Minister's guidelines. 

The Policy Planning Division also leads the overall government process of preparing work plans – a process which culminates in the Annual Directors-General Conference.

 

Division for Coordination, Follow-up and Control

The Division responsible for implementation of government programs in fields that are on the Prime Minister's list of priorities.  It is subordinate to the Director General of the Prime Minister's Office.

Its major functions:

1. Coordinating the staff work of the Prime Minister's Office in various fields, in accordance with the guidelines set by the Prime Minister and the Director General.  It deals specifically with areas that require direct intervention by the Prime Minister's Office in order for the process to move forward.
2. Leading the selected operational projects that head the Prime Minister's list of priorities. 
3. Creating models of cooperation and leading the inter-ministerial coordination for implementation of Government resolutions and national inter-ministerial projects. 
4. Conducting follow-up and supervision of implementation of selected operational government resolutions; issuing warnings on implementation failures or failure to meet the targets; removing barriers and preparing periodic surveys and reports regarding the status of implementation.
5. Conducting follow-up and supervision of the implementation of selected missions from the annual work plans of government ministries.

 

The Division of the Inspector-General for State Control

The Division of the Inspector General for State Control complements the work of the State Comptroller's Office.  The Division's primary goal is to improve the functioning, efficiency and quality of the public service following the correcting of deficiencies identified by the State Comptroller, and to implement the State Comptroller's recommendations, as well as the decisions of the State Control Ministerial Committee and Knesset Committee.

All government ministries and other controlled bodies report to the Division on the correction of deficiencies identified by the State Comptroller, as well as the implementation of government and Knesset resolutions on State control.  The Division operates as a liaison body between the State Comptroller's Office, the Government, the Knesset, government ministries and public agencies.  The Division's activity is anchored in laws, regulations, opinions and various government resolutions.

 

The Conversion Division

The Prime Minister's Office Conversion Division is responsible for the overall services provided to conversion applicants, in accordance with Government resolutions and the Conversion Law.

The Division follows the converts during all stages of conversion, beginning with the opening of the file through supervision of the study programs in the conversion preparatory courses and their quality, finding a family to accompany the convert, and issuing conversion certificates which attest to the completion of the conversion process.  

The Division also assists in producing proof of Jewish origin and provides professional, free of charge aid to those who apply for marriage through the Rabbinate but have difficulty proving their Jewish origin to the rabbinical courts.

 

The Public Council for the Commemoration of Binyamin Ze'ev Herzl

The Public Council for the Commemoration of Binyamin Ze'ev Herzl was established on the basis of the June 29th, 2004 Binyamin Ze'ev Herzl Law (commemorating Herzl and his work).

The purpose of the Law is to bequeath Herzl's vision, heritage and work to future generations, remember Herzl, educate future generations and shape the State of Israel, its institutes, goals and image in accordance with his Zionist vision.  These goals are implemented through educational-ideological activities in state institutions, the IDF and schools and also by granting scholarships to students and financial stipends from the State treasury to public institutes that work to realize the goals of the Law.

The Council operates from within the Prime Minister's Office and its members are appointed by the Prime Minister.

The Council's duties are to advise the Prime Minister on implementation of the Law; recommend policies and goals regarding the activity, as stated in the Law, and monitor implementation; prepare and submit to the Prime Minister and the Minister of Finance an annual budgetary proposal for the State Treasury's participation in the implementation of the Law; and advise the Prime Minister regarding the criteria for public institutes requesting financial aid from the State Treasury in the advancement of the goals stipulated by the Law. It also deals with activities on Jerusalem's Mount Herzl and the preservation, restoration and presentation of exhibits and documents regarding Herzl's life and work.

 

The Authority for the Economic Development of the Arab, Druze and Circassian Sectors

 The Authority for the Economic Development of the Arab, Druze and Circassian Sectors was established by the power of Government Resolution No. 1204 of February 15, 2007.  The purpose of the Authority is to maximize the economic potential of the Arab, Druze and Circassian population by encouraging productive economic and business activity within the Arab, Druze and Circassian communities, and integrating them into the national economy.  Furthermore, the Authority serves as a coordination and integration body that monitors the Government activities for the economic advancement of the Arab, Druze and Circassian populations.

The Authority operates within the organizational framework of the Prime Minister's Office and is budgeted by the Office.   

 

The State Archives and the Archives of Israel

The Israel State Archives is the national archives of the State of Israel. It began operating with the establishment of the State and its operation was regulated by the 1955 Archives Law.

The Israel State Archives and all the archives in Israel are headed by the State Archivist. The above-mentioned law constitutes the legal, administrative and professional framework within which the archives of Israel are administered. The rules and regulations accompanying the law grant the Archivist, and through him all employees of the Israel State Archives, the authority to instruct and supervise the management of archives and records in government institutions, local authorities and government corporations.

 

The Authority for the Advancement of the Status of Women

The Prime Minister's Authority for the Advancement of the Status of Women was legally established in 1998 for the purpose of advancing gender equality in Israel; coordinating the various bodies dealing with the status of women; promoting activities for the prevention of violence against women; promoting education, legislation and enforcement in these fields; and providing the Government with the tools and information needed to achieve these goals.

 

The TNUFA Administration

The TNUFA Administration was established on the basis of Government Resolution No. 1996 of June 6, 2004, as an operational administration in the Prime Minister's Office responsible for assisting in the evacuation and restitution of the residents of the Gaza Strip and Northern Samaria in the framework of the implementation of the "Disengagement Plan".
The TNUFA Administration coordinates the staff work and the inter-ministerial coordination, supervision and control of the implementation of the Inquiry Committee recommendations, in order to promote the vision of rehabilitating the individuals and the communities and finding permanent settlement for them as soon as possible.

The Administration was previously known as the SELA Administration – assistance to the residents of the Gaza Strip and Northern Samaria.  On November 15, 2009, the Government decided (Government Resolution No. 903) to change its name to TNUFA, hoping that the change of name would signal – to the government ministries, the evacuees and the wider public – the opening of a new stage in the process of addressing and rehabilitating the evacuees, a process in which all parties make a supreme effort to achieve a speedy closure.


Other independent bodies subordinate to the Prime Minister's Office are the Institute for Intelligence and Special Operations (the Mossad); the General Security Service (GCC); the Central Bureau of Statistics; the Atomic Energy Commission; the National Authority for Religious Services; the Ministry for Senior Citizens; the Government Names Committee; the Government Publications Committee; and the Institute for Biological Research in Israel.
