Defense Minister Binyamin Ben-Eliezer briefed the Cabinet on current
security matters and said that the trend of a relative relaxation which
had continued for a week was seriously violated by the Hamas attack
against IDF forces at the "Africa" position north of Kerem Shalom in
which four soldiers were killed. This incident underscores what Israel
has been claiming continuously - that one cannot be impressed by the
relative quiet which may prevail on the ground since dangerous terrorist
infrastructures have yet to be dealt with. The IDF is also working to
foil weapons smuggling, the importance of which may be seen in the
Karine A affair. The IDF destroyed 21 uninhabited structures in an area
full of tunnels and the scene of many bloody shootings. The IDF
destroyed the remnants of the Palestinian Naval Police, whose senior
commanders were behind the Karine A. The security forces also continued
counter-terrorist actions in Judea, Samaria and Gaza this week. The
Defense Minister made it clear that Israel will step up its
counter-terrorist actions given the warnings it currently faces.

2. Foreign Minister Shimon Peres briefed the Cabinet on his visit to
India and his meetings there and emphasized the good relations and
special ties between Israel and India.

Prime Minister Ariel Sharon, in commenting on Foreign Minister Peres's
report, said that he attributes special importance to the deepening of
relations with India, especially bilateral cooperation, and noted that
he intends to visit India.
