Prime Minister's Office (PMO) Director-General Ra'anan Dinur today, with government ministry directors-general. Accountant-General Dr. Yaron Zelicha, presented the findings of the committee for improving the acquisitions process and the purchase tenders law.
PMO Dir.-Gen. Dinur thanked the Accountant General and his deputy, Mr. Avi Dor, for their work and asked him to present the suggested changes to senior civil servants, including the scope of the results and a schedule for their implementation. Dinur said, "It is our job at the Prime Minister's Office to ensure that government offices will be capable of undertaking both the obligations and the authoritative responsibilities entailed in the changes." During the meeting Dr. Zilica presented a series of suggested improvements for further discussion by a forum sub-committee and himself.
Amongst the committee's conclusions presented by Dr. Zilica were the addition of competitive components to the tenders' process including: "Express Tenders" for urgent situations and small sums; "Two Stage Tenders", in which the quality of submitted tenders are examined prior to their admission to the second stage of price comparison and a "Variable Dynamics Tender", an auction process for both purchase and sale.
PMO Dir.-Gen. Dinur instructed the forum to formulate working plans, including result estimates, to be presented to Prime Minister Ehud Olmert and the other directors- general. "By presenting the plans we intend to strengthen government coordination and control."
