The Media Adviser to the Minister of Defense reports:

Prime Minister and Minister of Defense Ehud Barak has sent a letter to the President of China expressing his regrets and advising him that Israel and the United States are currently in the midst of an effort to achieve historic decisions relating to its vital interests, and will not under the current circumstances be able to continue with the implementation of the Phalcon project.

The Prime Minister and Minister of Defense notified President Clinton of his decision during their meeting yesterday. The decision was taken against the background of the need to have close relations with the United States, the Administration and Congress, during this period of the summit discussions and the period that will follow the summit, and in light of American objections to the deal.

The Prime Minister and Minister of Defense informed the President of China in a letter delivered by Defense Ministry Director-General Amos Yaron that Israel will continue to seek ways to implement the deal, in consultation with the United States, should the circumstances change.

Israel attaches great importance in continuing to foster and develop relations with China, and will continue to act accordingly.

This notification was released to the press accompanying the Prime Minister and Minister of Defense at Camp David.
