The Administration of National and Civic Service

The Administration of National and Civic Service is a national body that was founded in 2007, and operating under the Prime Minister's Office. The Administration of National and Civic Service coordinates and carries the governmental responsibility over the subject of National and Civic Service.

In 2003, the Prime Minister of Israel, the Minister of Welfare and the Minister of Defense appointed a "Commission for the Foundation of a Civic and National Service", otherwise called "The Ivri Commission." Two years later the commission released its conclusions (available link on the website) and following the adoption of the conclusions of the commission by the Israeli government in 2007, the Administration of National and Civic Service was founded.

National Service is the same service widely known and that has existed for years now. It is the service performed by young men and women that were exempted from the army for different reasons or were not called by the army. Civic Service is for Ultra Orthodox Yeshiva students who fall under the status of Toratam Omanutam and that have decided to volunteer in communities during or by the end of their gap year.

Until the establishment of the Administration of National Civic Service, the Ministry of Welfare was responsible for National and Civic Service. On January 2008, the government and the Knesset transferred the authority on Civic and National Service to the Prime Minister's Office, through the Administration of National Civic Service.
